!," democracynow.org, the war and peace report. i'm amy goodman. a federal appeals court has ruled u.s. corporations can no longer be sued for human rights violations abroad under the longstanding alien tort statute. and a little notice drilling thisonth, the second u.s. court of appeals ruled that alien tort claims can only be brought against individuals, not corporations. the ruling dismissed a lawsuit accusing the oil giant royal dutch shell of complicity in the murder and torture of nigerian activists including ken saro- wiwa. in a separate opinion, second circuit judge criticized the ruling writing -- a federal appeals court has issued a temporary order reinstating government funding for embryonic stem cell research. on tuesday, the u.s. court of appeals for the district of columbia circuit issued a stay of a lower court injunction that blocked the obama administration's reversal of bush-era restrictions on stem cell funding. the lower court had ruled the funding violates a 1996 law prohibiting federal money for any research that destroys or threatens human embryos. the funding wi

eastbound lanes closed. drivers being forced to use that exit 87 to get on to 29 and from there they can hop on to route 40 or 99 to get around it throughout the morning rush because it looks like officials will be out there until at least 8:00 this morning. taking it to the district. we have fire activity to tell you about. it has mown pleasant closed between irving and tenth. this is in northwest. we also know that lamont is closed between 16th and 17th. we also know that 66 is slowing down. we take it outside to virginia. 234 to route 28. a lot of taillights here stacking up. the same approaching route 50 to nutley. 495 in virginia no incidents or accidents out here. but just volume and you are going to want to take it easy as you come off and on those ramps out there. you want to watch for standing water. andrea, over to you. >>> thank you, angie. >>> you know told town alexandria will see flooding in this storm. let's go live to jessica doyle. she's live along king street. how are the conditions now? >> i can tell you the rain has started to taper off a little bit. we have seen it comin

of rain in eastern north carolina. obviously flooding is going on there. this will be with us for the day. maybe lessening later in the afternoon. you can see how the moisture continues to stream north. look at those deep oranges. the deep tropical rich moisture moving north. with that and a storm tracking to this west. a tornado watch until 7 a.m. this is a short lived one. i imagine this will be replaced after 7 a.m. and basically everyone east of 95 including washington, much of howard county, eastern montgomery, down to the northern neck, southern maryland, eastern shore. tornado watch until 7 a.m. and as far as the flood watch, we have the flood watch until 9:00. the counties in green, which is the entire metro, southern maryland down to fredericksburg out to loudoun, eastern faulkier, prince william, manassas city, fairfax, that is a flood warning. through 9:00 p.m., a flood watch. the flood warnings go until 10:45 this morning. and as far as our rainfall projections potential any way through 1:00 this morning. we are still looking. see those yellowish areas, that's eight to ten inc
